Assembly of State Parties


INTRODUCTION

The Assembly of States Parties (ASP) is the legislative body that oversees the work and mandate of the ICC. It is comprised of one representative from every country that has ratified the ICC's Rome Statute. Each representative can cast one vote. Countries that have signed but not ratified the Rome Statute have observer status at the ASP with no voting power.

Each year the ASP sets its agenda and decides a number of issues. Since its first meeting in 2002, it has been charged with electing judges and prosecutors, considering and deciding the Court's budget, approving any additional agreements or amendments, and providing oversight of the administration of the Court. It can also remove judges or prosecutors who fail to uphold the high duty of their office. The current president of the Assembly is Ambassador Bruno Stagno Ugarte of Costa Rica.

As of November 1, 2006, 103 countries are States Parties to the Rome Statute of the International Criminal Court. They hail from every region of the world:

  • 28 from Africa

  • 12 from Asia

  • 15 from Eastern Europe

  • 22 from Latin America and Caribbean

  • 26 from Western Europe and other states

The African country of Chad deposited its instrument of ratification to the Rome Statute on November 1, 2006. The Rome Statute will enter into force for Chad on January 1, 2007, bringing the total number of States Parties to 104.

January 26-27, 2006 (resumed Fourth Session) Election of Judges.

November 28-December 3, 2005 (Fourth Session) Adoption of the ICC 2006 budget, adoption of the draft regulations of the Trust Fund for Victims, the 2006 budget, adoption of the draft Code of Professional Conduct for Counsel Creation of the ICC liaison office in New York, election of a new Bureau for 2005-2008 negotiations on the crime of aggression.

September 6-12, 2004 Adoption of the ICC's 2005 budget, election of the Deputy Prosecutor for Prosecutions Ms. Fatou Bensouda of The Gambia, adoption of the Relationship Agreement between the ICC and the UN, establishment of a secretariat for the Victims Trust Fund, adoption of revised procedures on the nomination and election of judges, election of Ambassador Bruno Stagno to serve as next ASP President.
